National Tripartite Socio-Economic Council (NTCER)

The development of social dialogue in Ukraine began in the first years of our independence. Back in 1991, in accordance with the Law of Ukraine "On Employment of the Population", the Coordinating Committee for the Promotion of Population Employment was created, formed on a tripartite basis, at the state and regional levels.

Back in 1991, in accordance with the Law of Ukraine "On Employment of the Population", the Coordinating Committee for the Promotion of Population Employment was created, formed on a tripartite basis, at the state and regional levels.

The next step was the creation by the President of Ukraine in 1993 of the National Council of Social Partnership, as a consultative and advisory body under the President of Ukraine for the agreed solution of issues arising in the social and labor sphere.

The stage of forming a certain system of conducting social dialogue in various spheres and at different levels began after the issuance in 2005 of the Decree of the President of Ukraine "On the Development of Social Dialogue in Ukraine" and the approval by the Cabinet of Ministers of Ukraine of the Action Plan for the Development of Social Dialogue in Ukraine.

During 2006, the National Tripartite Socio-Economic Council was formed under the President of Ukraine as a consultative body.

And already in 2011, in compliance with the requirements of the Law of Ukraine "On Social Dialogue in Ukraine", by the Decree of the President of Ukraine dated 04.02.2011 No. 347/2011, the National Council received the status of a permanent body.

In the system of social dialogue in Ukraine, the National Council plays an important role in the field of public policy as one of its institutions, as it performs a consultative function between the Ukrainian government and the active part of society, which is represented in it by representatives of trade unions and employers.

The National Council consists of an equal number of authorized representatives of the parties to the social dialogue at the national level and unites 60 members:

  • 20 representatives from the trade union side, who are delegated by representative associations of trade unions that have the status of All-Ukrainian;
  • 20 representatives of the employers' side, who are delegated by representative unions of employers' organizations;
  • 20 representatives of the side of the executive authorities, who are appointed by the Cabinet of Ministers of Ukraine.

The term of office of members of the National Council is 6 years.

The main tasks of the National Council are:

  • development of a consolidated position of the parties of social dialogue regarding the strategy of economic and social development of Ukraine on issues of formation and implementation of state economic and social policy, regulation of labor relations;
  • preparation and provision of agreed recommendations and proposals to the President of Ukraine, the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine on issues of formation and implementation of state economic and social policy, regulation of labor, economic, and social relations.

The activity of the National Council is coordinated by its Chairman, who is appointed by the President of Ukraine from among the members of the National Council on the proposal of its Presidium for a term of one year. The order of chairmanship in the National Council is established by its Regulations: "the side of the employers - the trade union side - the side of the executive authorities".

In 2021-2022, the chairman of the NTSER was the head of the OORU, the president of the USPP, Anatoly Kinakh.

4 permanent committees of the National Council were formed:

  • - on issues of economic development and entrepreneurship;
  • - on issues of social and humanitarian policy;
  • - on the development of civil society and international relations;
  • on issues of labor relations and the labor market.

Working groups of the National Council may be created by decision of the Presidium to develop a proposal and hold consultations on individual issues. To date, 5 such working groups have been created under the National Council.

Organizational, informational, methodical and material technical support of the work of the National Council is provided by its secretariat, which is formed by the President of Ukraine.

The secretariat of the National Council is headed by a secretary appointed by the President of Ukraine on the proposal of the Presidium of the National Council.
