UST will be taken into account in the total amount of taxes paid by enterprises that retain their specialists

According to the proposal of AOEU (Association of Ukrainian Entrepreneurs and Industrialists), ULIE (Ukrainian League of Industrialists and Entrepreneurs), the Unified Social Tax (UST) will be taken into account in the total amount of taxes paid by enterprises that retain their specialists.

Deputy Minister of Economy of Ukraine, Igor Fomenko, announced this during a meeting of the Ukrainian Union of Industrialists and Entrepreneurs and the Anti-Crisis Staff for Economic Stability in the Conditions of Martial Law.

"The proposals that were put forward by ULIE and the business community regarding the inclusion of UST in the total amount of taxes - I truly hope that next week the government will make the corresponding decision," Igor Fomenko stated.

According to him, the last coordinating meeting took place on Friday, June 30th, where several provisions were revised by the ministry's experts, including the review period for documents submitted by enterprises.

The official also announced that at the insistence of ULIE, the Ministry of Economy, together with the Ministry of Digital Transformation and the General Staff, have intensified their efforts to digitalize the reservation procedure (currently referred to as eBooking) in order to eliminate subjective influences on decision-making and its timelines.

"We have already started the development and involved specialists from the business community to jointly develop the algorithm and subsequently the technical requirements to make this service available together with the Ministry of Digital Transformation," Deputy Minister of Economy stated.

It is worth noting that the transparent and efficient process of booking specialists by enterprises and the organization of business trips are at the center of attention for the business community. Understanding the priority of mobilization tasks of the Ministry of Defense, ULIE calls for support of the work of exporters and critically important enterprises of Ukraine.

In response to numerous appeals from the Anti-Crisis Staff, the Plan of Priority Actions of the Government for 2023 included an assignment for the Ministry of Internal Affairs (MIA) in collaboration with the Ministry of Defense (MoD) and the Administration of the State Border Guard Service (SBGS) to develop and submit to the Cabinet of Ministers a draft law on improving legislation regarding border control.

The joint position of the business community and the Ministry of Economy, which has already provided its proposals for the future draft legislative act, includes the following:

  • The possibility of official business trips for conscripted military personnel reserved for the period of mobilization and during wartime by enterprises, institutions, and organizations in accordance with the established procedure by the Cabinet of Ministers;
  • Crossing the state border for the purpose of a business trip is carried out for a period not exceeding 30 calendar days (with the corresponding approved documentation);
  • Fulfillment of external economic contracts (agreements) by enterprises and participation in international exhibitions (with relevant confirmation - the presence of an external economic contract, invitation to the exhibition).
